Caravan Towing Regulations by State and Territory

A practical Australia-wide framework for checking caravan towing rules before you cross a border—built from government sources, with the national baseline separated from jurisdiction-specific differences.

The Australian strategy: three layers

1. National vehicle standards

Australian Design Rules and the Road Vehicle Standards framework establish the design and compliance baseline for vehicles and low-ATM trailers supplied to the market.

2. Manufacturer ratings

Your usable limit is constrained by the ratings and conditions for the exact tow vehicle, towbar, coupling, caravan, tyres, axles and loaded combination.

3. State or territory use rules

Registration, driver-licence restrictions, speed limits, inspections, modifications, mirrors and enforcement details are administered by each jurisdiction.

The Commonwealth's current low-ATM trailer guidance and VSB 1 Revision 6 explain the Road Vehicle Standards approval, RAV-entry and design framework for trailers with an ATM of 4.5 tonnes or less. That supply-to-market framework is not a substitute for the registration, modification and road-use rules administered by each state or territory.

Checks that travel with you

Although legislation is not identical, these checks form the practical baseline for a light tow vehicle and caravan combination throughout Australia.

  • Use the lowest applicable limit: vehicle tow rating, towbar and coupling rating, trailer ATM/GTM, towball limit, tyre ratings and any GCM or axle limits.
  • Keep the tow vehicle, caravan and equipment roadworthy, correctly registered and within the conditions shown by their plates, manuals and approvals.
  • Match the braking system to the applicable trailer category, mass, build date and vehicle standard. Tasmanian inspection guidance requires breakaway braking above 2,000 kg GTM and operation for at least 15 minutes after detachment. Confirm the applicable ADR and your registration authority requirements; this state-specific example is not a complete national applicability assessment.
  • Use correctly rated couplings and safety chains or approved safety connections. Do not treat crossed chains as a substitute for a compliant coupling.
  • Secure the load, maintain legal dimensions and projections, preserve number-plate visibility and use mirrors that provide the required view behind.
  • Do not carry people in a caravan while it is being towed, and do not tow more than one trailer unless a specific lawful exception applies.

New South Wales

NSW publishes detailed towing guidance covering licence restrictions, roadworthiness, mass limits, brakes, couplings, chains, mirrors and load projections.

What to re-check: Learner drivers cannot tow. P1 car licence holders are limited to small trailers up to 250 kg unladen. NSW also publishes a 100 km/h limit for certain combinations over 4.5 tonnes.

Victoria

Victorian caravan guidance requires caravans used on the road to be roadworthy and registered. The caravan, tow vehicle and towbar ratings all matter.

What to re-check: Victoria restricts towing by learner and P1 probationary drivers except in limited circumstances. Nothing may be towed behind a caravan and nobody may travel inside it while it is being towed.

Queensland

Queensland places legal responsibility on the driver to ensure the tow vehicle, trailer and couplings meet applicable standards and loaded mass limits.

What to re-check: Only one trailer may be towed and people must not ride in a trailer or caravan. Check the current Queensland safe-towing guide before departure, especially for equipment and loading requirements.

South Australia

South Australia sets out the lesser-of-ratings approach for towing mass, plus braking, breakaway, load projection, coupling, roadworthiness and load-restraint requirements.

What to re-check: A light motor vehicle may tow no more than one vehicle. Nobody may travel in or on the trailer, the load must be restrained, and the trailer must meet applicable mass, lighting, braking and roadworthiness requirements.

SA.GOV.AU — Light vehicle towing regulations

Western Australia

WA requires the combination to remain within vehicle, towing apparatus, towball and trailer ratings, with compliant brakes, safety chains, lighting and registration.

What to re-check: A vehicle towing a trailer in WA must not exceed the lesser of the posted limit or 100 km/h. Modified light trailers and caravans may require departmental approval and inspection.

Tasmania

Tasmania applies registration, roadworthiness and light-trailer component requirements, including compliant couplings, chains, lighting and braking systems.

What to re-check: New, interstate or long-expired registrations may require inspection. Tasmania publishes specific inspection guidance, including breakaway braking expectations above 2,000 kg GTM.

Australian Capital Territory

The ACT is a separate jurisdiction. Towing conduct is governed by the ACT Road Transport (Road Rules) Regulation 2017, including ACT-specific rules about the number of vehicles drawn, towing by vehicles under 4.5 tonnes, loads and people in trailers.

What to re-check: Do not apply NSW licence or towing statements to an ACT journey without checking ACT law. Trailer registration and vehicle standards are separately dealt with under the ACT Road Transport (Vehicle Registration) Act 1999 and Regulation 2000. Confirm the current consolidated instruments and any licence conditions before travel.

ACT Legislation Register — Road Transport (Road Rules) Regulation 2017

Northern Territory

NT guidance requires a registered, roadworthy trailer or caravan with working lights, secure safety chains, restrained loads and ratings that are not exceeded.

What to re-check: When towing a caravan on a road without street lights, the NT handbook says to remain at least 60 metres behind heavy vehicles or other vehicles towing caravans unless overtaking.

Common questions

Australian caravan towing regulations FAQ

Are caravan towing laws the same throughout Australia?

No. National vehicle standards provide a design and supply-to-market framework, but registration, driver-licence conditions, speed restrictions, inspections, modifications and enforcement are administered by each state or territory.

Which towing rules apply when I cross a state border?

Road-use rules and posted restrictions in the jurisdiction you are driving through apply to the journey. Your vehicle, trailer and licence must also remain valid under their registration and licensing conditions. Check every official jurisdiction source on your route before departure.

Does a 3,500 kg tow rating mean I can legally tow a 3,500 kg caravan?

Not by itself. The usable limit can also be constrained by GVM, GCM, axle ratings, towball download, towbar and coupling ratings, caravan ATM and GTM, tyre ratings, actual loading and manufacturer conditions.

Is ClearPath confirming that my towing setup is legal?

No. Verify the current law, manufacturer documents, compliance plates and your actual loaded masses, and consult the relevant authority or a suitably qualified professional where needed.

Before an interstate towing trip

  1. 1. Record actual loaded vehicle and caravan weights at a suitable weighbridge.
  2. 2. Compare them with GVM, GCM, ATM, GTM, axle, towball and equipment ratings.
  3. 3. Check licence restrictions for every person who may drive.
  4. 4. Check the towing speed rule in every jurisdiction on the route.
  5. 5. Confirm registration, modification approvals and insurance disclosures.
  6. 6. Re-check tyres, brakes, breakaway equipment, coupling, chains, lights and mirrors.

Apply the framework to your combination

A legal-looking headline tow rating is not enough. Use your exact vehicle and caravan figures to check payload, GVM, GCM, towball download and axle margins, then confirm any compliance question with the relevant authority or a suitably qualified professional.
